You will need to make your way to Altus Plateau first if you wish to reach here, which can be done in two ways. You will have to find the two halves of the Gold Medallion of Dectus and operate the Grand Lift of Dectus, or alternatively, you can make your way through the mountainous dungeon from the Liurnia region.

Lava is another factor that will hinder your progress, and you just need to jump into the raised floor when the bottom floor turns into lava.
Once the remaining chariot has been destroyed by the lava, follow the lava path carefully which leads down to the bottom and turn left. This will lead into a small room with a chest inside, which contains the Ringed Finger.
