Where to Find the Prison Cell Key in Sea of Thieves
Once you have cleared Sea Fort, you will come across a lot of loot scattered around the area which are guarded by doors. To claim the treasure you will need to get the Treasury Key and the Store Room Key which spawn at random with the Captain of the Fortress. There is one door, however, that requires the Prison Cell Key to unlock.

The door is to the right of the Treasury is a jail cell, and on trying to open it, it will tell you that you need a Prison Cell Key to unlock it—and to do so you will need to battle a Phantom Jailor enemy.
This enemy will spawn on an active Fort along with other regular Phantoms, and eventually, the Captain of the Fortress as well. This is one of the more difficult battles in the game, so you need to prepare properly to win. The Jailor will teleport away from you and has a powerful lunge attack, so you need to be wary of its advances.
On defeating the Phantom Jailor you will be rewarded with the Prison Cell Key, and free the prisoners inside. There is also an Enchantment Vessel that you can give Belle.
This quest was originally part of the Forts of the Forgotten Adventure, which ended on April 7. However, you can still complete the quest and get the rewards.
