If you go through the Pokedex habitat data, you can see that this Normal/Flying type Pokemon can be found at various locations throughout the map, especially in Desert and Mountain biomes. Now, you have a Rufflet, so you may want to evolve it into higher forms. Rufflet evolves once and becomes Braviary at level 54. So, once you get a Rufflet, level it up to level 54, which is pretty high, to get Braviary. You can use Rufflets in battles, feed it Rare Candies or Exp. Candies to level it up.
