How to Make Layered Armor in Monster Hunter Rise
To make your own Layered Armor set, you will first need to unlock the armor you wish to craft. Looting materials off of any monster can unlock new armor sets and it is available for crafting. Another thing to note is to unlock your HR cap, so if that is pending then you need to put in some time there first before you can personalize your armor sets.

After you have your armor sets ready, visit the blacksmiths that can be found in the Hub Area or Steelworks. They will let you know that you can craft Layered Armor after you present the materials that are needed. You will also have to get your hands on the Outfit Voucher for each armor piece. The higher the tier the more vouchers you will need. To farm some Outfit Vouchers, just complete all the HR quests of level 7 and above.
After you are done with crafting the Layered Armor you wish to own, go to your Item Box, click on Layered Armor Setting, choose Change Layered Armor, then pick the items to wish to own. You can now wear the armor that you have layered.
