The location to find cotton is the Sunlit Plateau area. You will be able to find Cotton on the ground and this is just one of the ways to get it. If you want a more reliable way, you need to plant cotton. In order to do this, you will need to buy some seeds from Goofy’s shop.
If you haven’t unlocked Goofy’s shop already, now is the time. There’s no limit on buying cotton seeds, so you can buy as many as you like. Plant the seeds and water them, and eventually you will have a lot of cotton.
Take the cotton to a Crafting Station, and you will be able to craft 1 Fabric for every 5 Cotton.
