With the right equipment, you will be able to change forms of Rotom. You will be able to collect this at an establishment that won’t be cheap, so make sure to save up on some Poke Dollars.

The first thing that you will need to do if you want to change Rotom Forms in Pokémon Scarlet and Violet is to get the equipment which is the Rotom Catalog. This will allow you to change Rotom forms freely. You will be able to buy it from the Auction House in Port Marinada. This will be accessible to you once you have completed the Cascarrafa Gym Test.

As this is an Auction House, you won’t be able to buy it any time you want. Check back at the place from time to time and it will be available at some point in your game. As this is a rare item, you will need to name your price at the auction.
