Herbalist Gui will sell you 10 Qingxin Flowers for 6,000 Mora, and you can find him in Bubu Pharmacy in Liyue Harbor. The other vendor is Babak, and he will sell you 5 flowers for 5,000 Mora. You can find Babak in Port Ormos.

If you have the time and are willing to grow them yourself, you can purchase the Qingxin seeds from the Serenitea Pot. You can get 5 seeds to plant, and they can be used up in the Luxuriant Glebe. It will take 2 days and 22 hours for the seedling to bloom into a full flower, so if you have the time for it, it can be grown at your pace.
