To complete the objective, you need to power up the energy cells on either side of the giant machine to activate the power supply for the left arm. After reaching the top level and momentarily regaining the power to the giant machine, you will lose power to the left arm. You will find new energy blocks appearing on the top level, which you have to pick up and place on the power supply relays on either side.

To find the energy cubes, you will find them around the top level itself. One of the energy cubes is somewhere above one of the ramps, and the other energy cube is located beside one of the doors. Pick them both up and place them inside the energy cells found on either side of the room to power up the left arm. After the energy cells regain power, go back to the cockpit and complete the objective.
