In order to fix the Watch Dogs Legion Xbox One Elite 2 controller not working, we are first going to add the game via non-Steam games and check if the problem occurs. If it does, you will have to make some other setting changes on the Steam client to get the controller working.

Play Watch Dogs Legion Via Steam

First, create a desktop shortcut of the game’s executable. You will find the file at the install location. On the desktop, right-click, select New > Shortcut > browser the .exe of the game and create the shortcut. After you have created the shortcut, right-click and select Properties > in the Target field before the game’s patch paste -eac_launcher. Save the changes

Once you have done the above correctly, launch the Steam client > Click on Games on the top-left corner > From the drop-down menu, select Add a Non-Steam Game to My Library.
