I’ve tried bringing it back to the brewery in Ravensthorpe but still does nothing.”

The solution to the problem is to return to the bandit camp and take another keg, then, head east to Grantebridgescire to find Ake, do not follow the game’s direction. Open the map and near Grantebridge, you should find Ake. When you approach the cliff, Ake should be standing there, but there is another glitch where Ake’s boat is in the air, go to him and the cut scene will begin. That’s it, you’ve bypassed the bug and can finish the quest.
