The Dectus Medallion is split in half, and to activate the Grand Lift of Dectus you must find both halves to use it on the lift. The left half is pretty easy to find, but the right side would be a bit more challenging. To get to the right side, you will have to head to Fort Faroth. You can find the fort in Dragonbarrow, in the Caelid region. You can find it by checking the northeast part of your map. Getting to Fort Faroth is a dangerous feat, as you will have to face dragons of all kinds. You can fight them, but it will take up a large chunk of your time and energy, or you can race past them on Torrent. Inside Fort Faroth is no walk in the park either, as you will meet all kinds of enemies, including giant rats and bats. There is a ladder that you can run to if it gets too difficult, and you can use that to get to the top where the Dectus Medallion half is. Once you reach the top, check out the chest over there to receive the right half of the Medallion.
