Doing Ranni’s storyline will bring you to War Counselor Iji. You can find him in the western region of Liurnia of the Lakes, north side of the slopes. You can find him sitting near Kingsrealm Ruins. Before you meet him, you should have slain Bloodhound Knight Darriwil from Blaidd’s questline, then inform Iji that Blaidd had sent you. You can now purchase the Talisman from him for 4000 Runes. You can also kill him and give his Bell Bearing to the Twin Maiden Husk to get the item.
