The earliest you can get this gun is during the quest In Hot Pursuit. During the quest, you will reach an area where the PEC-4 Birchtree is. After investigating the locked door, take the stairs on the right side and head up. Enter the first left door and investigate all the cabinets and crates to get some loot. You will also find some dead soldiers slumped on the floor or the table. Investigate the soldiers, one of them that is dead on the chair will have a pistol on them. Pick it up and the pistol is all yours now.
